HubSpot Marketing: Bounce Rate by Email Title (Create Date)

The customer wants to report on the bounce rate of emails based on their titles, within a specific time period. Since the bounce rate by email title is a custom metric, the API limitations currently allow metrics created using the HubSpot Marketing Metric Builder to have an open "start date."
While this setup includes bounce rate data for past periods, the customer would like the ability to report using the "create date" of the emails instead.
