Data Security: Ability to restrict or turn off sharing

Currently every databoard has a share link by default, and even users with the "Viewer" role are able to access the share link and freely distribute it! The whole sharing modal needs to be able to be restricted (at least to a ROLE, if not individuals) and/or turned off completely. This is a major data security issue.
