User Roles: "Viewer" is too restricted, "User" is too open

Currently the only "read-only" role is the "Viewer" role, but this removes the "Switch Client" switcher, along with the "Looped Databoards". So the only option is to elevate a user to the "User" role, which grants them all kinds of access - create datasources, create databoards, etc.
The "Viewer" role needs to allow for the user to be assigned to clients and be able to access the client switcher, along with the ability to use the Looped Databoards. There needs to be a way to have a read-only role for these things - especially Clients.
