Datablock titles not automatically be in UPPERCASE

Currently, the Datablock titles are automatically in UPPERCASE.
Not having the Datablock titles automatically in UPPERCASE would increase legibility and give more space for titles to be displayed before being cut off.
This should be fairly easily to do.
